BACKGROUND
As part of Government’s
efforts in delivering efficient and effective tertiary education in Ghana, the
President of the Republic of Ghana on 21st August 2020 signed into
law, the Education Regulatory Bodies Act, 2020 (Act 1023) thus, merging the
National Council for Tertiary Education (NCTE) and the National Accreditation
Board (NAB) into a single unit known as the Ghana Tertiary Education Commission
(GTEC) with the singular mandate of regulating and supervising all tertiary
education in Ghana.
With the merger of NAB and
NCTE into GTEC, it becomes necessary to codify the staff of the erstwhile
institutions; NAB and NCTE into a single organic entity with a solid and
well-structured condition of service. Hence, the search for an organization
with the requisite experience in this enterprise becomes necessary. It is on
this note that GTEC seeks the services of a reputable consultancy firm with the
requisite capacity and experience to undertake this task.
2.0 OBJECTIVE OF ASSIGNMENT
The main objective of the
consultancy is to design an institutional or organizational framework that will
form the basis for the transformation of the existing institutions – the
NATIONAL ACCREDITATION BOARD and the NATIONAL COUNCIL FOR TERTIARY EDUCATION
into GHANA TERTIARY EDUCATION COMMISSION.
3.0 SCOPE OF ASSIGNMENT

The assignment has two (2)
deliverables;
Deliverable 1: GTEC Commencement Implementation Document
whose content will be
Vision / Mission / Core values; Core functions
/ Key deliverables; Organizational structure; Job descriptions of key
positions; Optimal staffing plan; Staff assessment report; Staff assignment
plan; Training plan; Change management plan and Internal Communications
strategy;
Deliverable 2: Scheme of Service for the GTEC
5.0 FIRM QUALIFICATION SELECTION CRITERIA
The firm to be selected will be expected to
have the following:
a) At least 8 years public sector reform
experience
b) Must have undertaken at least 3 similar
assignment of institutional reform / organizational design in the last 8 years
c) Must
have a staff complement whose (i) Team leader is an organizational design /
institutional reform expert who has at least 15 years’ experience and must have
undertaken at least 5 similar assignments in the last 10 years and (ii) Human
Resource expert with at least 10 years relevant experience who must have been
part / undertaken 5 similar assignments in the past 10 years.
d) The Team leader / Organizational design expert
and the HR expert must have at least master’s degree in a relevant area.
e) Experience in the tertiary education sector
work will be desirable for both the firm and its Consultants.
Firms will be selected in accordance with the SELECTION BASED ON CONSULTANTS’
QUALIFICATIONS procedure specified in the Public Procurement Act, 2003 (Act 663) and its Amendment
Act, 2016 (Act 914) and in the Guidelines of the Public Procurement
Authority of the Republic of Ghana.
6.0 DURATION OF SERVICE
The duration for the completion of assignment shall
not exceed twelve (12) weeks after award of contract.
7.0 SUBMISSION

Friday.
Expression of Interest shall be in English.
Prospective Consultants must provide a profile of the firm, profile of staff
and list of relevant experiences. Firms may please limit the EoI to a maximum
of 10 pages inclusive and must be delivered in a written form in five (5) hard
copies (one original and four copies) with an electronic copy sent to the email
address provided below. The hard copy must be in a sealed envelope and clearly
