REQUEST FOR QUOTATION - EXPLORATORY RESEARCH ON TNE IMPLICATIONS ON QUALITY ASSURANCE AND ACCREDITATION OF UNIVERSITIES AND UNIVERSITY PROGRAMMES

The Ghana Tertiary Education Commission is seeking quotations from qualified and experienced consultants/researchers to conduct exploratory research as part of ongoing discussions towards the development of a National Policy on Transnational Education. The exploratory research shall focus on:

Topic 1: The implications of Transnational Education (TNE) on the quality assurance of tertiary education in Ghana.

Topic 2: The implications of Transnational Education (TNE) on the accreditation of universities and university programmes in Ghana

We are interested in understanding the challenges, opportunities, and best practices associated with TNE to develop and deepen the dialogue on TNE in order to enhance the quality and accreditation processes in our tertiary education sector.

Scope of Work

The consultant will be responsible for conducting a comprehensive exploratory research study on the above topics with special focus on the following aspects:

1. TNE Models in Ghana: Evaluate the current state and/or different TNE models implemented by tertiary education institutions (institutional and programme levels) in Ghana, including branch campuses, joint degree programs, and distance learning partnerships. Assess the impact of these models on quality assurance and accreditation.

2. Quality Assurance Frameworks: Examine the existing quality assurance frameworks and accreditation processes in Ghana and identify any gaps or areas that need improvement to effectively regulate and monitor TNE activities.

3. Stakeholder Engagement: Engage with key stakeholders, including universities, regulatory bodies, and industry representatives, to gather their perspectives on the implications of TNE on quality assurance and accreditation. Identify their concerns, challenges, and recommendations for enhancing the quality of TNE programmes.

4. Best Practices: Identify international best practices in quality assurance and accreditation of TNE programmes. Analyse their applicability to the Ghanaian context and provide recommendations for adapting and implementing these practices.

5. Policy Recommendations: Based on the research findings, develop policy recommendations for the Ghana Tertiary Education Commission to strengthen the quality assurance and accreditation processes for TNE programmes. These recommendations should align with international standards and best practices.

Timeline and Deliverables

The consultant should provide a detailed timeline for the completion of the research, including key milestones and deliverables. The expected deliverables include:

1. Inception Report: A report outlining the consultant's understanding of the project scope, methodology, and proposed research approach.

2. Research Report: A comprehensive research report presenting the findings, analysis, and recommendations based on the research conducted. This must include the research instrument and any data that shall be gathered as part of this research.

3. Policy Recommendations: A separate document summarizing the policy recommendations for the Ghana Tertiary Education Commission.

The deadline for submission of quotations is 30/04/2024 at 10:00am. Late submissions shall be disqualified not be accepted.

Evaluation Criteria

The evaluation of quotations shall be based on quality cost analysis and factor into consideration the following criteria:

1. Relevant experience and expertise in conducting research on quality assurance and accreditation in the tertiary education sector.

2. Understanding of the Ghanaian higher education system and familiarity with international best practices in TNE.

3. Proposed research methodology and approach.

4. Cost-effectiveness of the quotation.
