The
Government of Ghana has received credit from the International Development
Association (IDA) towards the cost of implementing the First Africa Higher
Education of Excellence for Development Impact Project (ACE Impact Project).
The National Council for Tertiary Education, now, Ghana Tertiary Education Commission
(GTEC), is the National Facilitation Unit (NFU). The NFU facilitates the
implementation of the project at the various centers of excellence in the
various universities across the country.
The
Ghana Tertiary Education Commission, as one of the implementing institutions
intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the
provision of local Project
Management related Trainings/Workshops in the following knowledge areas:
Ø Monitoring & Evaluation
Ø Safeguards
Ø Endowments & Independent Fund Raising
The successful
firm will be expected to develop the needed course content and provide delivery
of it to the needed and identified participants. This is to help them to
support the project and equally build their capacity in the handling of their
individual responsibilities. The actual delivery of the training/workshop is
expected to take six (6) days in total with two (2) days for each of the
segments namely Monitoring & Evaluation (2 days); Safeguards (2 days);
Endowments & Independent Fund Raising (2 days) It is expected to take place
in mid-September,2022. The expected participant numbers are up to Fifty (50)
persons. It will be organized in a Conference Hotel with required Conference
Facilities and in suitably large conference room to comply with needed Covid
protocols. All other Covid requirements will be strictly enforced.

are attached to this request for expressions of interest and can also be
obtained through the address and email below.
The Ghana Tertiary Education Commission (GTEC) now
invites eligible consulting firms (“Consultants”) to indicate their interest in
providing the Services. Interested Consultants should provide information demonstrating that they have
the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Must
be a local firm (not an individual)
- Must
have minimum of eight (8) years’ experience in providing training services
to corporate clients.
- Must
have track record and specialty in providing project management related
trainings / workshops for donor funded projects especially those of the
IDA
- Must
be familiar with the client’s project and the sector
- Must
have delivered similar engagements for similar clients / projects with at
least fifteen (15) similar assignments executed in the last three (3)
years.
- Should
have the necessary resources for developing and conducting the training /
workshop
Key Experts
will not be evaluated at the shortlisting stage
The attention of interested Consultants is drawn to Section
III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement
Regulations for IPF Borrowers” July 2016 revised November,2017 and August 2018,
setting forth the World Bank’s policy on conflict of interest.
Consultants
may associate with other firms to enhance their qualifications, but
should indicate clearly whether the association is in the form of a joint venture
and/or a sub-consultancy. In the case of a joint venture, all the partners in the
joint venture shall be jointly and severally liable for the entire contract, if
selected.
A Consultant will be selected in accordance with the SELECTION BASED ON CONSULTANTS’ QUALIFICATIONS (CQS) method set out in the Procurement
Regulations.
