GTEC INAUGURATES COMMITTEE TO REVIEW THE GUIDELINES FOR PROMOTION OF ACADEMIC STAFF OF TERTIARY EDUCATION INSTITUTIONS

The Ghana Tertiary Education Commission (GTEC) has constituted a 11-member Technical Committee chaired by Prof. Gordon Akanzuwine Awandare, a Pro Vice Chancellor of the University of Ghana, Legon, to review the guidelines for promotion of academic staff of tertiary education institutions in Ghana. This has been necessitated by the disparities observed in the promotion of academic staff across the Universities. The objective of this exercise is to develop harmonized and transparent promotion guidelines that align with international best practices, evolving academic standards and the strategic priorities of Ghana’s tertiary education sector.

The Committee, which was inaugurated by the Director-General of GTEC, Prof. Ahmed Jinapor Abdulai on Thursday, May 14, 2026, has the following as members: Prof. Augustine Ocloo, Deputy Director-General of GTEC, Prof. Edward Nketiah-Amponsah, Head, Department of Economics, University of Ghana (UG), Prof. Awo Mana Asiedu, former Dean, School of Performing Arts,  University of Ghana (UG), Prof. Seth Kwabena Amponsah, Dean, School of Basic and Biomedical Sciences, University of Health and Allied Sciences (UHAS), Prof. Felix Y. H. Kutsanedzie, Pro Vice Chancellor, Accra Technical University (ATU), Prof. Ebenezer Boakye, Pro Vice Chancellor, Takoradi Technical University (TTU), Prof. Yakubu Issaka, Dean, School of Railways and Infrastructural Development, University of Mines and Technology (UMaT), Prof. Samuel Kwesi Darteh-Baah, Vice-Chancellor, Central University (CU), Prof. Awaise Imurana Braimah, Dean, School of Graduate Studies, University of Education, Winneba (UEW), and Prof. Eric Anane, Director, Institute of Education, University of Cape Coast (UCC). Ms. Victoria Tetteh, GTEC, was appointed  Secretary to the Committee.

The Director-General of GTEC reiterated the terms of reference of the Committee which were to:

  1. Contribute to the review and harmonization of promotion criteria for academic staff across universities,
  2. Provide insights into international benchmarks and emerging trends in academic promotions and
  3. Support the development of a clear, fair and performance-driven promotion framework.

He tasked the Committee to engage the academic staff of tertiary education institutions and all other stakeholders for their input. He also assured committee members of the necessary support needed to enable them carry out their mandate which will go a long way to support the quality of tertiary education delivery in the country.

The Chairman of the Committee, in his response on behalf of members, said they were honoured to be given the opportunity to undertake the assignment given and promised their commitment to achieving same. He assured Director-General that they would consult widely and do what is fair and globally acceptable.
