About GTEC
Overview
The National Council for Tertiary Education (NCTE) and the National Accreditation Board (NAB) have been merged under the new Education Regulatory Bodies Act, 2020 (Act 1023) to form the Ghana Tertiary Education Commission.
The Act was given Presidential Assent on August 21, 2020, paving way for the Governing Board to be appointed and inaugurated on November 25, 2020.
Establishment of the Ghana Tertiary Education Commission
By this Act, a corporate body known as the Ghana Tertiary Education Commission. For the performance of the functions of the Commission, the Commission may acquire and hold property, dispose of property and enter into a contract or any other related transaction. Where there is hindrance to the acquisition of land, the land may be acquired for the Commission under the State Lands Act, 1962 (Act 125) and the cost shall be borne by the Commission.
Objects of the Commission
The objects of the Commission are to regulate tertiary education in all its forms with a view to promote
- efficient and effective administration and accreditation of tertiary education institutions;
- principles of the provision of consistent quality of service by tertiary education institutions;
- advancement and application of knowledge through teaching, scholarly research and collaboration with industry and public sector; and
- the development of appropriate human capital for the sustainable advancement of the national economy.

Beyond Ghana, Professor Duwiejua is a fellow of the West African Postgraduate College of Pharmacists and the International Pharmaceutical Federation. He has collaborated with universities, professional organisations, and both regional and global bodies throughout Africa. Notably, he contributed to the establishment of pharmacy schools in The Gambia and Namibia, leaving a profound impact on pharmacy education across the continent.
He has served as an external examiner for pharmacy schools in Nigeria, Kenya, Liberia, and The Gambia, as well as an examiner in pharmacology for medical students. His dedication to mentoring and capacity building has shaped the careers of numerous students, creating a lasting legacy in pharmacology and clinical pharmacy.

Prof. Ahmed Jinapor Abdulai is the current Director General of the Ghana Tertiary Education Commission (GTEC), the body responsible for regulating tertiary education delivery in Ghana.
He began his academic journey at the University of Ghana, where he graduated with a Bachelor of Arts in Philosophy and Religions with First Class Honours and later served as a Teaching Assistant in the Department of Philosophy.
He further pursued a Master of Arts in International Affairs at Ohio University in the United States, where he also served as a Graduate Teaching Assistant. He later earned a Doctor of Education in Curriculum and Instruction from West Virginia University on scholarship.
At West Virginia University, Prof. Jinapor served in several academic and research roles, including Visiting Doctoral Fellow, Graduate Research Fellow, Research Assistant, and Graduate Teaching Assistant.
He also holds a Postgraduate Diploma in Teaching and Learning in Higher Education from the University of Education, Winneba (UEW), where he taught for over a decade and served as Head of Department for both Early Childhood Education and the Education Resource Centre.
At GTEC, he served as the foundational Deputy Director General, Acting Director General, and currently the Director General. He has spearheaded innovations in tertiary education regulation, including the digitisation of accreditation processes through the Accreditation Management Information System (AMIS).
He has also worked extensively with stakeholders to improve the credibility of academic qualifications and eliminate unaccredited distance learning centres across Ghana.

Prof. McBagonluri is currently the Provost and President of Academic City University (ACC). Prior to joining ACC, he served as Associate Professor and Founding Dean of Engineering at Ashesi University, where he was also a member of the Executive Leadership Team and Academic Council.
He has built a distinguished career as an innovator in corporate America, holding senior positions at Siemens Healthcare, Becton, Dickinson & Co., and Joerns Healthcare. His work led to the development of innovative products and manufacturing processes that created over $250 million in new markets.
At Siemens Healthcare, he led the team that developed the first direct consumer medical product designed and manufactured using digital manufacturing protocols.
Prof. McBagonluri has authored over 40 US patents and patent applications, with more than 20 issued patents. He was a finalist for the 2009 NASA Astronaut Corps, received the 2008 NJ Biz Innovator Hero Award, and was inducted into the Virginia Tech Academy of Engineering Excellence in 2024.
He also served as the inaugural Executive Director of the Ghana Climate Innovation Center (GCIC), a World Bank-supported initiative focused on promoting youth entrepreneurship through climate innovation and technology development in Ghana.
In addition, he has contributed to national policy development through his work with the Ministry of Environment, Science, Technology and Innovation, and the Ghana Standards Authority.
Prof. McBagonluri has worked and travelled extensively across Asia, Europe, Africa, and the Americas.

Zakaria is a dynamic and results-oriented International Development Specialist with over 27 years of experience in education programme development, management, policy analysis, and advocacy across West, East, and Southern Africa, as well as at continental and global levels.
He is recognised for his strong leadership, analytical, organisational, communication, and problem-solving skills, with extensive experience in strategic planning, operational management, people management, and budget oversight within multicultural and multi-locational environments, including emergency contexts.
His professional focus areas include education and skills delivery, governance, accountability, policy advocacy, social development, and inequality reduction.
Over the years, he has collaborated with and secured funding from major international organisations and development partners, including the World Bank, UNICEF, EU, USAID, FCDO, DANIDA, SIDA, and philanthropic organisations such as TOMS and the HEMPEL Foundations.
Zakaria has held leadership positions in several reputable international development organisations, including ActionAid, IBIS, Oxfam, COTVET, and Crown Agents.
He holds an MPhil in Social Work from the University of Ghana.

Dr Mrs Audrey Smock Amoah (FGIP) is a highly accomplished practitioner-scholar in development planning, local economic development, decentralisation, local governance, and gender and development, with over 25 years of professional experience.
She holds a Bachelor of Science Degree in Planning and a Master of Science Degree in Development Policy and Planning from Kwame Nkrumah University of Science and Technology (KNUST). She also obtained a Doctor of Philosophy Degree in Planning from KNUST in 2021.
Dr Amoah has undertaken several professional training programmes in Gender and Development, Human Rights-Based Planning and Programming, Women in Management, Investment Appraisal, and Risk Analysis through institutions including GIMPA, Danida Fellowship Centre in Denmark, and the University of Ghana Business School.
She is a Fellow of the Ghana Institute of Planning and is recognised for her commitment to professionalism and excellence in public service.
Dr Amoah is a Chief Development Planning Officer with extensive experience within the Local Government Service, having worked at district, regional, and national levels.
She began her career at the then Mpohor Wassa East District Assembly in 2000 as a National Service Person and later became a staff member from 2001 to 2012. She subsequently served at the Tarkwa-Nsuaem Municipal Assembly and later at the La Dade-Kotopon Municipal Assembly in Greater Accra.
In 2021, she was appointed Regional Development Planning Officer for the Eastern Regional Coordinating Council in Koforidua. She later served as Director of the Management and Technical Services Directorate at the Office of the Head of the Local Government Service in Accra.
In February 2025, she was appointed Director General of the National Development Planning Commission (NDPC). In this role, she provides strategic technical direction and administrative leadership for planning, implementation coordination, monitoring, evaluation, and reporting at both national and sub-national levels.

Dr. Belinda Glover-Dake has over 10 years of teaching and research experience in academia. She has taught at the Ghana Institute of Journalism (now UniMAC), African University College of Communications (AUCC), and Knutsford University College.
During her academic career, she taught courses including Mass Communication, Development Theories, Gender and Development, and Communication and Development, while supervising several undergraduate and postgraduate theses.
She also initiated and led a Community Participatory Research for Development Communication programme at AUCC aimed at addressing teenage pregnancy through community engagement and education.
Dr. Glover-Dake has contributed significantly to scholarly discourse and academic research. Due to her dedication and expertise, she was nominated as a reviewer for the Association of Internet Researchers (AoIR), a role she has continued to serve in for over five years.
She currently serves as the National Deputy Coordinator of the Free Senior High School Secretariat in charge of Administration.
In addition, she is a board member of the Ghana Tertiary Education Commission (GTEC), where she contributes to policy discussions and promotes high ethical standards in tertiary education governance.
Dr. Glover-Dake holds a PhD in Communication and Media Studies from the Royal Melbourne Institute of Technology (RMIT) in Melbourne, Australia.
She also earned a Master’s degree in Communication and Development and a Graduate Certificate in Women and Gender Studies from Ohio University, USA.
Her undergraduate degree in Business Administration, majoring in Management, was obtained from the University of Professional Studies, Accra (UPSA), Ghana.

Ing. Professor Kwadwo Adinkrah-Appiah is the founding and current Vice-Chancellor of Sunyani Technical University. A Professional Civil Engineer and Fellow of the Ghana Institution of Engineering, he has over 25 years of experience in academia and industry. He holds BSc, MPhil, and PhD degrees in Civil Engineering from Kwame Nkrumah University of Science and Technology.
He is widely recognized for his research in sustainable construction and green technologies, including the award-winning “Salancrete building block” innovation. In 2026, he received the Association of African Sustainability Practitioners’ Inaugural Think Energy SDGs Construction Leadership Award for his contributions to sustainability, renewable energy, and green campus initiatives.
Prof. Adinkrah-Appiah has served in several leadership roles at STU, including Head of Department, Dean, Rector, Interim Vice-Chancellor, and Vice-Chancellor. He currently chairs the Vice-Chancellors of Technical Universities of Ghana and serves on the Board of the Association of Technical Universities and Polytechnics in Africa. He is also a member of several professional bodies, including the American Concrete Institute and the American Society of Civil Engineers.

Pln. Prof. Emmanuel Kanchebe Derbile is the current Vice-Chancellor of the Simon Diedong Dombo University of Business and Integrated Development Studies (SDD-UBIDS), Wa.
He holds a PhD in Development Studies from the University of Bonn, Germany, an MSc in Development Planning and Management from KNUST/University of Dortmund, Germany, and a BA in Integrated Development Studies from the University for Development Studies (UDS), Tamale.
He also holds a Certificate in Management of Development Organizations from St. Francis Xavier University, now the University of British Columbia, Canada.
Prof. Derbile has over 25 years of academic experience, rising through the ranks within the university system since 1999. He is currently a Professor of Development Planning in the Department of Planning at SDD-UBIDS.
He has taught extensively at both undergraduate and postgraduate levels and supervised numerous undergraduate dissertations, MPhil theses, and PhD research works.
His research focuses on environmental change, climate vulnerability, livelihood sustainability, indigenous knowledge systems, development planning, health financing, and equity in healthcare utilisation. He has published widely in both local and international academic journals.
Prof. Derbile has extensive leadership and administrative experience within academia. He served as the Foundation Pro-Vice Chancellor of SDD-UBIDS, where he played a major role in the establishment and restructuring of the university, accreditation of programmes, and development of university statutes and policies.
He also supported the establishment and management of several faculties and schools, including the School of Education and Life-Long Learning, Faculty of Public Policy and Governance, School of Graduate Studies and Research, and the School of Law.
Prior to this, he served as Acting Principal of the Wa Campus of UDS and played a significant role in its transition into a fully-fledged university. He also served as Dean, Vice-Dean, Head of Department, and Coordinator of several academic programmes and outreach initiatives.
Outside academia, Prof. Derbile served as Director of the West African Centre for Sustainable Rural Transformation (WAC-SRT), a partnership involving universities in Ghana, Niger, and Germany, supported by the German Academic Exchange Service (DAAD).
He is a member of the Ghana Institute of Planners (GIP) and previously served on Ghana’s National Development Planning Commission (NDPC), where he contributed to infrastructure, human settlement planning, agriculture, and natural resource management policies.
Prof. Derbile has also led and co-led several grant and consultancy projects in areas including sustainability studies, gender analysis, evaluative research, and development planning.

Professor Ernest Kofi Davis is a Professor of Mathematics Education and the Acting Director-General of the Ghana Education Service (GES). He is also the immediate past Provost of the College of Education Studies at the University of Cape Coast.
He holds a PhD in Mathematics Education from Monash University in Australia, an MA in Mathematics Education from Hiroshima University in Japan, and a Bachelor of Education degree in Mathematics from the University of Cape Coast.
Prof. Davis has taught mathematics at various levels of education for many years and has built extensive experience in teaching, curriculum development, and educational leadership.
His research interests include socio-cultural issues in mathematics teaching and learning, mathematics curriculum development, teacher education, internationalisation of mathematics education, and effective teaching and learning practices.
He has contributed significantly to teacher education curriculum review projects in Ghana and participated in several international research initiatives funded by organisations such as JICA, USAID, and DANIDA.
One notable project involved assessing the classroom-level impact of the STM Project in the Akuapem North District of Ghana under the sponsorship of the Japan International Cooperation Agency (JICA).
He has also undertaken local research projects, including a 2024 study on the implementation of Ghana’s standards-based curriculum, focusing on the knowledge, beliefs, and practices of early childhood and primary school teachers.
Prof. Davis has received several prestigious awards and scholarships, including the JICA Scholarship, Monash Graduate Scholarship (MGS), Monash International Postgraduate Research Scholarship (MIPRS), and the British Academy Visiting Scholar Award to the University of Bath, England.
He is a member of several professional associations locally and internationally and has numerous academic publications to his credit.
He has also served and continues to serve on several university and national committees, contributing to educational policy and academic development in Ghana.
